Having a few tables and chairs outside of a restaurant or cafe – how much trouble can be this? The rules for opening an area outside of a restaurants’ or pub’s main property are set by Municipality of District Brno – Center and Heritage Department. The regulations have often changed over past two years. The new rules for garden restaurants were introduced in February in a 7-page document released by Brno’s Municipality; and they have been canceled just now, right before the season when many beer gardens have already been built.
Methodology of Heritage Department of Brno focuses on the aesthetic and historical consistency of the city center. They limit the usage of marketing materials such as logos, banners, or even larger menu tables. The rules of Brno-Center District set another criteria such as an easy throughput of the streets or guiding lines for blind people. They were already treated in the regulations of Heritage Department and the Municipality wanted to avoid doubling them.
Although the methodology by Brno Center District has been cancelled, some innovations introduced in February remain valid. Season for outdoor seating is extended from March to November and the owners of summer gardens up to four square meters do not pay any rent, only an administrative fee. Also, under certain conditions, a reduced price of rent applies. The councilors expect more lively city center.
Restaurant owners say that the small gardens are important for their clients – smokers. Those from May 31, 2017 are no longer allowed to light up their cigarettes in enclosed spaces.
